Consumer Watchdog Founder and Prop 103 author Harvey Rosenfield discusses the auto insurance rate hikes consumers will face if Prop 33 passes. The measure is backed by Mercury Insurance chairman George Joseph, who placed a similar measure on the 2010 ballot. Voters rejected that initiative, called Prop 17.
