Doug Heller Debates A Paid Spokesman Over Prop 17

In 2010 Mercury Insurance sponsored Prop 17, a voter defeat ballot measure that would have allowed insurance companies to surcharge customers.  Here is a 2010 debate clip about the failed initiative. 

Now, Billionaire George Joseph, chairman of insurer Mercury General Corp. and tied as the 375th richest man in America, has launched a Prop 17 redo ballot initiative claiming to offer drivers a discount.  What his ballot initiative really does is surcharge those who didn't have insurance because they had not been driving or are in the growing ranks of the long-term unemployed.   They would have to pay more -- 40% more -- when they buy or restart auto insurance.
